“DRIFTING” YOUTHS
General Baden-Powell’s “Scouting” Scheme
Lieut.-General Baden-Powell, commander of the newly-constituted Northumbrian Territorial Force division, attended a meeting at Scarborough during the week-end to explain a scheme which he has formulated for dealing with the million and three-quarters of youths who, he estimates, are in this country drifting.
He said his desire was to get hold of young men in the towns to back him up in an effort he was making to introduce better citizenship amongst the boys. His plan succeeded admirably last summer, when he had a few weeks’ camp for boys, and he had every hope that before long there would be good work being carried on on the lines he suggested.
He was getting out a little handbook, by which people could educate themselves on the particular lines he had called “scouting.” They could also educate the boys they were able to get under their control. The idea was that each young man should take six boys and train them in “scouting,” which taught them observation, life-saving, a knowledge of their own country, and their duties as good citizens.
